Microsoft 365 Copilot Pricing and Billing Explained (2026)

Microsoft 365 Copilot pricing used to be one number: a per-user add-on, paid for a year. In 2026 it became a seat plus a meter. The seat covers Copilot inside Word, Excel, Outlook, Teams and SharePoint. The meter, in Copilot Credits, covers agents and Copilot Cowork, and it's the line that surprises finance. This guide explains both: which seat you need, what paying monthly really costs, when you're locked in, and how the usage side is billed.

If you're still deciding between platforms, our Copilot platform overview covers what Copilot is good at and where it isn't. For Anthropic's equivalent, see Claude Team billing explained.

Which Copilot are you paying for?

What Price shape Who it's for
Copilot Chat No additional cost with an eligible Microsoft 365 subscription Everyone, for web-grounded chat
Microsoft 365 Copilot Business Per user per month, annual commitment Organisations of up to 300 users
Microsoft 365 Copilot (enterprise) Per user per month, annual commitment Enterprise plans, any size
Copilot Credits Pay-as-you-go or prepaid packs Agents, Cowork and other usage-based features
Agent 365 Per user per month, annual commitment Governing agents across the tenant

Copilot Chat users can also use your organisation's agents, on a metered basis, and agents need an Azure subscription for that metering. (Source)

What does a Microsoft 365 Copilot licence cost?

These are Microsoft's published US-dollar prices, per user per month:

Licence Paid yearly Paid monthly
Microsoft 365 Copilot (enterprise) USD 30.00 USD 31.50 (annual commitment)
Microsoft 365 Copilot Business USD 21.00 USD 25.20 (monthly subscription)
Business Standard with Copilot USD 23.50 USD 28.20
Business Premium with Copilot USD 32.00 USD 38.40

Until 31 December 2026, Microsoft is offering Copilot Business at USD 18 for eligible existing customers on a Business plan, for the first year of an annual commitment. (Source, Source)

The licence needs a qualifying Microsoft 365 plan underneath it. Microsoft's partner announcements say that changes for new purchases through resellers from 1 December 2026, when new Copilot offers no longer require a base subscription. Check with your reseller before you rely on it. (Source)

Annual or monthly: what does paying monthly cost?

There are two different premiums, and they're easy to mix up.

  • Monthly payment on an annual commitment costs about 5% more: USD 31.50 instead of USD 30 for the enterprise licence. You're still committed for the year; you're just paying in instalments.
  • A month-to-month subscription, where offered, costs about 20% more than paying yearly: USD 25.20 instead of USD 21 for Copilot Business. That's the price of being able to leave.

Our working rule: commit annually for people who already use Copilot daily, and keep a pilot group on monthly terms until the usage data says who those people are. Both plan types auto-renew. (Source)

Can you cancel or reduce Copilot licences?

Only quickly. Once a paid subscription starts, Microsoft gives a 7-day cancellation window with a prorated refund. Under the New Commerce Experience, through a reseller, the same 168-hour window applies to reducing the licence count; after it closes, the count is fixed until renewal, when the window reopens. (Source, Source)

In practice that means two things. Buy for the people you're sure of, and add more later rather than buying a round number and hoping. And put the renewal date in the finance calendar with a month's notice, because that's the only point at which an annual seat count comes down.

Note too that cancelling a subscription in the admin centre deletes the associated data, so export anything you need first.

How are Copilot Credits, agents and Cowork billed?

This is the meter. Copilot Cowork, agents, and other usage-based features such as Code, Autopilot and the Work IQ APIs are billed in Copilot Credits, on top of the seat:

  • Pay-as-you-go: USD 0.01 per credit, billed through an Azure subscription.
  • Capacity packs: 25,000 credits for USD 200 per pack per month, which works out at USD 0.008 a credit. Unused credits don't roll over.
  • Pre-purchase: Copilot Credit Commit Units save up to 20% for an up-front commitment. (Source)

Cowork needs the Microsoft 365 Copilot licence and is then billed on usage. What a Cowork task costs depends on the model it uses, how much context it retrieves, the tools it calls and how long it runs. (Source)

Model choice matters here. Frontier models such as Claude Fable 5.1 and GPT-6 Astra sit in the usage-based tier, while leaving Cowork on Auto lets Microsoft pick a model per task. If a team's credit spend jumps, the model selector is the first place to look.

Admins set spending limits per tenant, group and user in Cost Management in the Microsoft 365 admin centre. Set them before Cowork is switched on, not after the first Azure invoice. Microsoft has also said pay-as-you-go will be on by default for new Copilot Business licences bought through resellers from 1 December 2026, with a default cap of 4,000 credits per user per month that admins can change. (Source)

Building internal agents in Copilot Studio is included for licensed Copilot users. Agents that serve customers or unlicensed staff consume credits.

What does Agent 365 cost?

Agent 365, Microsoft's control plane for every agent in the tenant, is USD 15 per user per month, paid yearly. It's licensed per user, covering anyone who manages, sponsors or uses agents, and it's included in Microsoft 365 E7 (USD 99 per user per month, paid yearly). (Source)

You don't need it to start. You'll want it once more than a handful of teams are building agents and someone has to answer "what's running in our tenant, and who owns it?"

Where are Copilot invoices?

In the Microsoft 365 admin centre, under Billing > Bills & payments (or Products > View invoices in the simplified view). You need at least the Billing Administrator role. Credit usage billed through Azure appears on the Azure invoice as a single Copilot Credits line, so finance will see two bills: the seat on Microsoft 365, the meter on Azure. (Source)

If you buy through a Cloud Solution Provider reseller, which most South African mid-sized businesses do, the invoice comes from the reseller, in their currency and on their terms.

What should South African buyers watch?

  • VAT is extra. Microsoft's South African pricing pages show US-dollar prices and say the price does not include VAT; the final figure in your currency appears at checkout. (Source)
  • Reseller or direct? A reseller can invoice in rand and on account, which finance usually prefers, but its price follows your agreement, not the list. Compare like for like, including the monthly-payment premium.
  • The meter is in dollars. Copilot Credits bill through Azure, so a heavy Cowork month moves with the exchange rate as well as with usage. Budget with headroom.
  • Licences aren't the whole cost. Copilot answers with whatever a user can already open, so a SharePoint permissions clean-up before rollout is usually the largest line in year one. It's also the difference between a rollout that lands and one switched off in week three.

A one-page checklist for finance

  • Confirm your base Microsoft 365 plan qualifies, or check the December 2026 reseller change with your partner.
  • Choose Copilot Business if you're under 300 users; it's the cheaper seat.
  • Commit annually only for proven daily users, and use the 7-day window to correct mistakes.
  • Diarise the renewal date with a month's notice.
  • Set Copilot Credit spending limits per tenant, group and user before enabling Cowork or agents.
  • Expect two bills: Microsoft 365 for seats, Azure for credits.
  • Budget for VAT, the exchange rate, and the permissions clean-up.

Get the licence right, then get the value

A Copilot licence that nobody uses is the most expensive kind. The return comes from the processes it takes over: Power Automate flows, Copilot Studio agents and SharePoint that finally answers questions. Our Copilot implementation service covers licence planning, the permissions audit and credit controls through to agents in production, and because we're model-agnostic we'll tell you when a workload belongs on Claude, Gemini or GPT instead.
